Can the village Committee abstain from half of the election and continue to run?

According to Article 228 of the Election Law for Village Committees, voters can choose to abstain. Abstentions should also be put into the ballot box.

Therefore, abstention is also valid, even if half of them abstain, they can still continue to vote. Because abstaining from voting is also considered to participate in the election, which meets the requirements of the number of people who conduct the election. Abstaining is only a voting result and does not affect the election.

However, according to the vote counting method of the director and deputy director in the Village Committee Election Law, if more than half of the votes are not obtained in the first round, the candidate with the least "1" votes will be eliminated in the second round. Among the "1" votes obtained by the eliminated candidates, the "2" votes obtained by the remaining candidates are calculated, and the "1" votes obtained by each candidate and the "2" votes are added, and the candidate with more than half of the votes is elected. If no candidate has won more than half of the votes, the previous counting procedure will be repeated until a candidate has won more than half of the votes. If there is a tie in the end, it is decided to vote in rounds, that is, the person who gets the most votes in the first round of counting is elected; If the number of votes in the first round is the same, the person with more votes in the second round is elected; And so on; If the votes in the penultimate round are tied, election of villagers committee will draw lots to decide who will be elected.
