Compared with the previous New Deal, there are the following key changes:

Chapter I General Provisions

Article 1 These Measures are formulated in order to thoroughly implement the spirit of the important instructions on talent work, continuously improve the accuracy and effectiveness of policies and measures, further expand the coverage of talent purchase policies, and strive to solve the problem of purchasing commodity housing that talents are generally concerned about.

Chapter II Object of Supply

Article 2 A supplier shall meet one of the following conditions:

(a) work in our city, which is equivalent to the A-E talents in the Measures for the Settlement of Talents in Nanjing, sign a labor contract with the unit 1 year and pay social insurance or personal income tax in our city.

(-) Talents who have worked in our city and obtained doctoral degrees have signed labor contracts with their units 1 year and above, and paid social insurance or personal income tax in our city.

(3) Talents who have registered in our city and have worked in enterprises above designated size, high-tech enterprises and new R&D institutions and obtained master's degrees shall sign labor contracts with their units 1 year and pay social insurance or personal income tax for 6 months or more.

(4) Talents (under 45 years old) who have registered in our city, have worked in enterprises above designated size, high-tech enterprises and new R&D institutions in our city, have signed labor contracts with their units for 1 year, and have paid social insurance or personal income tax in our city for 12 months or more.

(5) High-skilled talents who are registered in our city and work in enterprises above designated size, high-tech enterprises and new R&D institutions, obtain professional qualifications of senior technicians and above, sign labor contracts with their units 1 year and above, and pay social insurance or personal income tax in our city.

(6) Senior management talents and technical backbones who work in enterprises registered in our city, with an annual tax income of 500,000 yuan or more, sign labor contracts with their units 1 year or more, and pay social insurance or personal income tax in our city.

(7) The recommended talents who work in our city and are recognized by the Nanjing High-level Talents Recommendation Committee and approved by the municipal party committee and municipal government sign labor contracts with the unit of 1 year or above, and pay social insurance or personal income tax in our city.

The above supply targets are not limited to household registration, including overseas talents and talents from Hong Kong, Macao and Taiwan.

Other talents must apply for their own housing and their spouses and minor children have no housing registration information and transaction records in our city 1 year. Chapter III Application and Examination

Article 3 Only talents can APPly online through the "My Nanjing" app or the official WeChat account of "Nanjing Real Estate Micro-government". When applying, you must fill in the information truthfully, and provide materials such as labor relations and performance resume according to the system prompts, and be responsible for the authenticity of the materials. For talents who do not work in the enterprise, if there is no labor contract due to the nature of the unit, the unit shall issue valid certification materials.

Article 4 The departments of organization, development and reform, science and technology, industrial credit, human society, real estate, investment promotion and taxation at the municipal and district levels are responsible for auditing.

(-) Working in our city is equivalent to the A-E talents in the Measures for the Settlement of Talents in Nanjing, and the audit shall be conducted with reference to the division of responsibilities identified by talents in the Measures for the Settlement of Talents in Nanjing.

(two) the talents who work in our city and obtain doctoral degrees shall be audited by the human and social departments.

(three) the personnel who have obtained the master's degree and bachelor's degree and the highly skilled personnel who have obtained the professional qualifications of senior technicians or above shall be audited by the human and social departments.

(four) the enterprise registered in our city, the annual tax income of 500 thousand yuan and above senior management personnel and technical backbone, audited by the tax authorities.

(five) the recommended talents who work in our city, which are recognized by the Nanjing High-level Talents Recommendation Committee and approved by the Municipal Party Committee and Municipal Government, shall be audited by the human and social departments.

(six) other talents approved by the municipal government shall be examined by the district talent housing office, and the municipal talent housing office shall summarize the audit opinions and report them to the municipal government for approval.

Article 5 In principle, applications submitted by talents shall be reviewed within 7 working days. Those who pass the examination will be issued with a talent purchase certificate, valid for 1 year. Those who are unqualified should apply again.

Chapter IV Housing Supply

Article 6 The government should raise housing in a targeted manner. According to the demand for talents and the listing of the project, it will be raised in batches or as a whole, which will be clearly defined in the project sales plan.

Article 7 The market gives priority to the supply of housing. The marketable commercial housing in this city gives priority to the supply of talents, and each batch of supply houses accounts for 20%-30% of the sales volume of this application. The specific number is specified by the development enterprise in the project sales plan according to the demand for talents.

Chapter V Mode of Supply

Eighth government funds to build houses should be centralized supply. According to the different characteristics of each project, combined with the location, Xing Tao, price and other factors, a separate sales plan is formulated, in which the supply, quantity, price, object and other contents of the housing are clearly defined and publicized to the public. Talents can register at the project site with the certificate of talent purchase, and the units designated by the government or development enterprises organize talents to choose houses in a centralized way according to the sales plan.

Article 9 The houses with priority supply in the market shall be supplied in batches. According to the opening plan of the project, the municipal real estate department will release the information related to commodity housing and the contact information of service specialists in the "Nanjing Talent Housing Information Service Platform". Talents shall register at the project site with the Certificate of Talent Purchase. After handling the pre-sale permit, the development enterprise shall, in accordance with the principle of "talent first, open process" and the publicized sales plan, organize talents and other buyers to select houses simultaneously.

(1) Items that need to be drawn. Relevant development enterprises shall, after handling the pre-sale permit of commercial housing (for the record of current sale), determine the sequence number of housing selection by lottery or lottery, determine the list of talents according to 20%-30% of the listed sales volume of this application project, and organize the housing selection according to the priority of talents and other buyers. Those who are not shortlisted are not included in this batch of talents' housing selection. These talents can sign up for other buyers to shake the number or wait for the next opening of the house, or choose other commercial houses within the validity period of the talent purchase certificate.

(2) Items that do not need to be ticked. After the relevant development enterprises handle the pre-sale permit of commercial housing (now for sale), according to the sales plan, they will organize the house selection in the order of giving priority to talents and giving priority to other buyers.

Those who give up in the process of housing selection can still buy other commodity housing projects within the validity period of the talent purchase certificate, and the abandoned houses are selected by other buyers in turn.

Chapter VI Supervision and Administration

Article 10 A development enterprise shall, in accordance with the requirements of these Measures, formulate a detailed sales plan, provide daily reception, demand registration, publicity and other services, organize house selection, subscription, payment, contract signing and other sales in accordance with the relevant provisions and requirements of the real estate sales industry, standardize sales behavior, and ensure stable and orderly sales.

Eleventh in the process of housing sales, talents and development enterprises should perform their respective obligations according to the agreement signed by both parties, and the performing party has the right to dispose of it according to the agreement or investigate the responsibility of the defaulting party.

Article 12 Financial institutions are encouraged to provide preferential and convenient financial services for talents. The housing targeted by the government is, in principle, supplied to qualified talents at preferential prices and low down payment ratio.

Thirteenth city propaganda department is responsible for publicity and guidance; The talent settlement offices in all districts should do a good job in policy propaganda within their respective jurisdictions and be responsible for policy advisory services in their respective districts; The municipal departments in charge of development and reform, science and technology, industrial informatization, investment attraction and other industries should follow the guidance of "being conducive to the construction of innovative famous cities, the gathering of outstanding talents, and the development of leading industries", and cover the policies to enterprises, especially high-tech enterprises, industrial enterprises above designated size, new research and development institutions, and key investment projects to ensure that the policy coverage does not leave a dead end.

Article 14 Every talented family can only enjoy the policy of 1 house purchase for talents, and can only buy 1 house. When going through the formalities of registration, house selection, subscription, payment, contract signing, etc., you must hold the certificate of talent purchase. With the "talent purchase certificate", you can buy new commercial housing or stock commercial housing, and the purchased housing may not be transferred within 5 years.

Fifteenth enterprises should earnestly fulfill their main responsibilities and promise to be responsible for the authenticity of their talent purchase declaration. Those who collude with others to defraud the talent purchase certificate will be disqualified from applying for the purchase of the enterprise's own talents, and will be included in the enterprise credit system and announced to the public as required. If the circumstances are serious, the legal responsibility of the enterprise shall be investigated.

Sixteenth talents should declare in good faith and submit relevant materials truthfully in the process of applying for house purchase service. Found fraud, false report, speculation, immediately cancel the qualification of talent to buy a house, cancel the talent to buy a house without buying a house, the selected or subscribed houses are recovered, and the signed ones are not put on record. At the same time, it is not allowed to apply for the talent purchase policy within 2 years. If the circumstances are serious, it will be recorded in the integrity file and the corresponding legal responsibility will be investigated.

Chapter VII Annex

Seventeenth of these measures shall come into force as of the date of issuance. The Measures for High-level Talents to Purchase Commercial Housing Services (Trial) (Ning Zhengban made [2018] No.3) and the Measures for Nanjing Talents to Purchase Commercial Housing in 2020 (Trial) (Ning Wei made [2019] No.89) shall be abolished at the same time.
