Introducing talents or looking for a receiver to stock up?

"20 Million Pretending" has successfully stirred up a lot of wandering emotions in the WeChat circle of friends, from which we can see that those who still live in big cities are no longer unhappy. And some second-tier cities or "new first-tier cities" seem to see opportunities and compete for talents. Conditions such as room tickets and registered permanent residence look attractive. Then, for ordinary people, from the first line to the new line, does it mean that survival can become life?

The answer may not be so optimistic. Before moving away from the idea of going north to Guangzhou, we should also consider clearly whether the city that attracts talents is a city of opportunity or a city waiting for you to be an inventory taker.

In the past two years, there has been a sudden battle for talents between cities. The government is no longer limited to attracting high-tech talents to benefit undergraduates, nor is it stingy with room tickets and hukou. In this regard, it was explained that the disappearance of the demographic dividend, coupled with the spillover effect of the survival pressure of first-tier cities, made non-first-tier cities have opportunities.

But in fact, it's not entirely true. The demographic dividend is still there, but the population quality has improved. Now some people have moved from living to living. Vision, opportunity and quality of life will become the focus of the new generation of urban immigrants. Therefore, even if the cost of going north, Guangzhou and Shenzhen is higher, these advantages can still bind talents.

On the other hand, people who migrate for survival are still there. However, in view of the fact that most provinces, autonomous regions and municipalities have started industrial upgrading, industrious industrial workers are not liked by most urban decision makers, and their purchasing power is not strong enough. This dilemma of talent flow may be one of the reasons why some cities recruit talents and attract talents.

Another driving force for the battle for talents is probably the destocking problem encountered by non-first-tier cities. Statistics tell us that the per capita housing area in China is more than 40 square meters, largely because houses built in non-first-tier cities are waiting to be destocked.

What all non-first-tier city managers should consider is not to make themselves a net outflow city of population or a net outflow city of middle and high-end talents. For example, Wuhan calls for retaining millions of college graduates in five years. No city manager wants his city to be a scene of "heavy industry barbecue, light industry live broadcast".

"Those who win prosper, those who lose perish", and so do countries and cities. The core of measuring the value of real estate is not the quality of housing, but people's confidence in the development of a city. When people are scattered, the economy is unattractive and house prices collapse. This is not a problem that can be solved by destocking.

Looking through many local documents, some local governments will be bound by the destocking policy when it comes to introducing talents. For example, last year, Nanfang Daily reported that "Qingyuan property market attacked inventory" mentioned "supporting group buying, some villages moved to the old city for reconstruction, and supporting and introducing group buying policies. It will also implement the policy of introducing talents from destocking, and give financial subsidies of up to 40,000 yuan to undergraduates, graduate students and doctoral students. " Shaoxing Binhai New Town's document "Implementation Opinions on Promoting the Inventory of Commercial Housing in Binhai New Town to Encourage Talents to Buy Houses" also mentioned that it is necessary to promote the inventory of commercial housing in Binhai New Town and encourage talents to buy houses. In this case, the introduction of preferential policies for talent subsidies is more like a new way of buying a house.

Facing the temptation of the city, what is most needed is to make a rational decision after being calm. Although the room ticket is attractive, it is not the whole life, not to mention the houses in some cities are worthless. Don't let yourself become a destocking man.
