What does it mean to adopt the quota system in prequalification?

Pre-qualification limited system means that applicants must first meet the requirements put forward by pre-qualification. On this basis, if the number of eligible applicants is less than or equal to the number of applicants, all of them will be shortlisted. If there are more qualified applicants than a limited number of places, the final shortlist can usually be decided by drawing lots or qualification evaluation.
