Usually, the employer company needs to apply for authorization from the local local government. After successful application, the employer will obtain the "work authorization" of the applicant, and the local municipal government will inform the Italian embassy in the country of residence to provide an entry visa for no more than 30 days. Once the entry visa is approved, there will be six months to get a work visa from the local Italian embassy.
