According to the provisions of the Bidding Law, the bid evaluation committee shall be composed of an odd number of five or more people. Among them, technical and economic experts account for more than two thirds and need to be randomly selected. In practice, usually less than one third of the personnel are composed of representatives directly appointed by the tenderee. When the tenderee appoints the tenderee's representative, it is generally selected from a few staff members with certain bid evaluation experience in the purchasing department of the tenderee unit or tendering agency. In this way, the probability and certainty of these staff members participating in bid evaluation is much higher than that of technical and economic experts, and it is easier for bidders to concentrate on bribing these staff members. Therefore, it is suggested that the tenderee appropriately train and absorb more tenderee representatives with bid evaluation ability to form a list of tenderee representatives who participate in bid evaluation. Before the bid opening, the representatives of the tenderee who will participate in the bid evaluation will be randomly selected from the list to improve the randomness of selecting the representatives of the tenderee.

Select more bid evaluation experts to form a bid evaluation committee, and keep the list of bid evaluation experts confidential.
When establishing a bid evaluation committee, the tenderer should appropriately select more bid evaluation experts, and dilute the tendentious evaluation opinions of bid evaluation experts by increasing the number of bid evaluation experts. In addition, when selecting bid evaluation experts, we should do a good job of confidentiality. It is suggested to assign supervisors to witness and supervise the selection process of bid evaluation experts throughout the process, and record the extraction process and related information for future reference. The list of experts drawn should be sealed in an envelope in time to avoid being known by irrelevant personnel.

The bid evaluation experts determine the bid documents for preliminary evaluation by drawing lots.
In practice, in order to improve the efficiency of bid evaluation, bid evaluation experts will not evaluate every bid document, but will evaluate according to the relationship between the number of bid evaluation experts and the number of bid documents. For example, if the bid evaluation committee consists of five bid evaluation experts and there are 10 bid documents, each bid evaluation expert is responsible for reviewing two bid documents. After the initial evaluation, other bid evaluation experts will cross-check according to certain rules to ensure the quality of bid evaluation. If the bid evaluation experts can choose their own bidding documents for preliminary evaluation, then the bribed bid evaluation experts will inevitably choose the bidding documents of the target bidder in order to make a tendentious evaluation opinion on them. In order to avoid this situation, it is suggested that when formulating the bid evaluation rules, the tenderer should ask the bid evaluation committee to determine the bid documents preliminarily evaluated by the bid evaluation experts by drawing lots, so as to reduce the possibility that the bid evaluation experts will issue biased opinions.
