There are a lot of people and money to buy new shares, but the number of issues is limited and people can't buy them. (1) When the effective subscription number of investors is greater than the issued number, the exchange host and underwriter will determine a declared number for each 1000 shares, and arrange them in order. The winning number will be determined by drawing lots, and each winning number can buy 1000 shares. The formula for calculating the winning percentage is:
