Sixth provincial civil affairs departments and sports administrative departments shall be responsible for the management of welfare lottery and sports lottery in their respective administrative areas. Their main duties are:

(a) the establishment of the administrative region of the welfare lottery, sports lottery sales agencies;

(two) approved the establishment of welfare lottery and sports lottery sales network within their respective administrative areas;

(three) to formulate measures for the administration of the use of lottery public welfare funds by civil affairs departments and sports administrative departments within their respective administrative areas, and to guide the use and management of lottery public welfare funds by civil affairs departments and sports administrative departments below the provincial level;

Article 7 The term "illegal lottery" as mentioned in Article 5 of the Regulations refers to the issuance and sale of the following forms of lottery tickets in any way in violation of regulations:

(1) Issuing and selling lottery tickets other than welfare lottery tickets and sports lottery tickets without the authorization of the State Council;

(2) Overseas lottery tickets issued and sold in People's Republic of China (PRC) without authorization;

(3) Welfare lottery tickets, sports lottery varieties and lottery games issued and sold without the approval of the Ministry of Finance;

(4) Welfare lottery tickets and sports lottery tickets sold without the authorization of lottery issuing agencies and lottery sales agencies.
