The first is to establish a monetized housing information platform for migrant workers to buy houses and transform shanty towns.

In order to provide migrant workers and other new citizens with relatively concentrated housing and relatively favorable prices, according to the spirit of Gui Jiandian [2065438+06] No.7 document, an information platform for migrant workers to buy houses and transform shanty towns into monetized housing was established, and they can enjoy preferential treatment through the platform. There are two main sources of platform housing: first, real estate development projects approved to be included in the platform. Real estate development projects that have been approved for pre-sale or current sale can apply for entering the platform. For real estate development projects entering the platform, the sales price should be at least 5% lower than the external sales price (subject to the actual average sales price of the same property); The second is the commercial housing purchased by "purchasing" through shantytown renovation. After the project is included in the platform, the implementation time of various preferential policies will be counted from 2065438+February 5, 2006.

Second, support migrant workers and other new citizens to buy the first set of new ordinary commercial housing.

New citizens such as migrant workers can enjoy housing subsidies when they buy the first set of newly-built ordinary commercial housing.

(1) subsidy object. Migrant workers who do not have urban household registration in Baise and have no housing in Baise can refer to families with urban household registration in Baise and other cities in Guangxi.

(2) Subsidies. Families eligible for subsidies can also enjoy subsidies if they buy houses after February 5 and before this document is issued. The monetized resettlement households in shanty towns will no longer enjoy housing subsidies repeatedly.

Third, increase financial support for housing.

(1) Strengthen commercial individual housing loan support. According to the Notice on Issues Concerning the Adjustment of Individual Housing Loan Policy, the down payment ratio of commercial individual housing loans for the first time for households to purchase ordinary housing is reduced to 20%. All commercial banks should actively carry out individual housing loan business for new citizens such as migrant workers, expand their business scope, innovate financial products, and support new citizens such as migrant workers to buy houses in cities.

(2) Increase the use of provident fund. The down payment ratio of provident fund personal housing loans to employees who purchase ordinary housing for the first time is adjusted to 10%. Increase the amount of housing provident fund loans, with a maximum amount of 600,000 yuan. If the provident fund deposit place is in Guangxi, you can apply for personal housing loan from Baise Provident Fund Management Center in accordance with Baise Provident Fund personal housing loan policy. Real estate development enterprises shall not refuse or obstruct buyers to choose provident fund loans, shall not raise the sales price of buyers who choose provident fund loans, and shall not increase the conditions that are not conducive to choosing housing provident fund loans.

Fourth, implement various preferential policies.

(1) A real estate development enterprise that has settled in the migrant workers' housing information platform to purchase houses and redevelop shanty towns to monetize housing. The withholding rate of non-ordinary residential, commercial and garage land is adjusted to 1.5%, and the withholding rate of ordinary residential land is implemented to 1%.

(2) The deed tax shall be levied at the rate of 1% if the housing purchased through the information platform of migrant workers' house purchase and monetized resettlement housing for shantytown renovation is less than 90 square meters; If it exceeds 90 square meters, the deed tax will be levied at 1.5%.

(three) the transformation and resettlement of housing construction land shall be exempted from urban land use tax. Exempt from stamp duty related to the purchase of resettlement houses by management units, developers and individuals who decorate resettlement houses. In supporting the construction of resettlement houses in commercial housing and other development projects, according to the relevant materials issued by government departments, the compensation agreement for house expropriation (demolition) or the shantytown renovation contract (agreement), and according to the proportion of the construction area of the renovated resettlement houses to the total construction area, urban land use tax and stamp duty are exempted.

Five, strengthen coordination and cooperation, the implementation of work responsibilities.

All departments should strengthen cooperation, earnestly implement their work responsibilities, and actively promote new citizens such as migrant workers to buy houses.
