Procurement of materials, etc. Meet one of the following criteria, must be subject to tender:
(a) the estimated price of a single construction contract is more than 2 million yuan;
(two) the estimated price of a single contract for the procurement of important equipment, materials and other goods is more than 6,543,800 yuan.

(three) the estimated price of a single contract for the procurement of services such as survey, design and supervision is more than 500,000 yuan.
Yes;
(four) the estimated price of a single contract is lower than the standards stipulated in items (1), (2) and (3), but the total project
The investment is more than 30 million yuan.
Whether or not to invite tenders for other construction projects other than those specified in the preceding paragraph or what kind of tendering method to choose shall be determined by the Project Law.
People make their own decisions.
Eighth investment projects using state-owned funds include:
(a) the use of financial budget funds at all levels of the project;
(two) the use of various government special construction funds included in the financial management of the project;
(three) the use of state-owned enterprises and institutions' own funds, and the state-owned assets investors actually have the control right.
Project;
(four) other projects invested by state-owned funds.
In any of the following circumstances, with the approval of the project examination and approval department, the tender may not be invited:
(a) involving national security, state secrets, emergency rescue and disaster relief, not suitable for bidding;
(two) the use of poverty alleviation funds to implement work-for-work relief requires the use of migrant workers, which is not suitable for bidding;
(three) the use of specific patents or proprietary technology, or special requirements for architectural art and modeling can not meet the requirements of the quorum of bidders.
If the enterprise invests in holding or leading the construction project, and the enterprise has the ability to produce the goods that meet the requirements of the project by itself, or has the qualification grade of survey, design and construction that is suitable for the project, the corresponding matters may not be subject to tender.
Where laws and regulations provide otherwise, such provisions shall prevail.
