"Fish escaping from the net" comes from Historical Records Biography of Cool Officials. During the reign of Emperor Wu of the Han Dynasty, Zhang Tang, a brutal official, made a series of strict laws against officials, so many criminals were exiled. On one occasion, the emperor blamed Zhang Tang, saying that he caught too many nets, which caused many criminals to escape.
